TALLAHASSEE, Fla. The Florida House approved new legislation on Tuesday for the first time a second time in three years that will expand the rights of transgender people to use bathrooms that match their gender identities without discrimination.

The bill, which passed the committee by a 6-9 margin, is being sponsored by Republican state Rep. Rick Stinson, a Republican from Tallahassee. His office announced the legislation earlier this month and he has already signed it.

The bill, which was introduced into the Legislature by state Rep. Greg Mudd as part of a comprehensive bathroom bill last year, will allow transgender people to use bathrooms corresponding to their gender identities as long as they don’t use that same restroom for at least 10 consecutive days. It also makes it a crime for someone to use a transgender person’s bathroom for more than 24 hours in advance of school when they start using the sex-reassignment surgery facility a week. Those violations will cause fines of up to 100 over a single day and one-half weeks.

LGBT activists say the change will ensure that the government has no role in how transgender people find bathroom accommodations based on their gender identity.

We’re not going to allow that, said state Rep. Mike Smith, a Republican who helped push for the amendment after voting on the measure.
