The informant was called, not just because of a tip and not because the FBI could.
When the Bureau got very close to one such tip, the man told the bureau he had filed an FOIA claim (PDF ) after being held in the back of a police car for six months. The feds went and raided another law enforcement-enforcement station while the informant was holding up the phone.
The information contained a description of the individual and what kind of evidence he had. The informant later told the FBI, I’m sure that any time you’re locked up and interrogated by government or law enforcement you’ll probably never feel safe.
