An open letter to President Obama published Tuesday by the Human Rights Campaign calls for Congressional hearings into the killings.

The letter, obtained by Human Rights Watch by Freedom of Information requests and delivered to the White House, calls on Congress to investigate the killings and provide an update on the Senate Civil Rights commission’s report.

The organization says the findings, which are being considered for a House Judiciary Committee hearing, could reveal the extent to which the Justice Department overran its investigation into the September 11, 1993 killings in New York City on Long Island.

The Justice Department’s investigation in New York City led to the arrests and deaths of 12 men and six women, the letter reads. But to the Department of Justice’s credit, it did investigate the deaths of three of the other 11 survivors. The Justice Department’s investigation did not result in the release of the full 10-page report nor did it result in the release of the full 13-page report. Furthermore, the Department did not release any documents pertaining to this investigation until last November.

The Department of Justice’s failure to complete this task requires the Congress to investigate, with complete transparency and for its own oversight, whether the DOJ has violated its obligations under the U.S. Constitution to investigate war crimes by law enforcement agencies, the letter adds. The United States should conduct a full independent investigation of the September 11, 1993 murders of three members of the New York City police force and the women who worked with them during interrogation and treatment. The investigation should be carried out with open mind, without any interference from the United States government, and the United States should continue to stand with our allies in the U.S. Congress when it comes to the release of its findings. Congress should continue to use its extraordinary resources of national security and intelligence resources to protect the American people in the years to come.
